More Japanese Language Tests for Foreign Workers! The Realities of the Workplace Under the New "Skills Training and Employment System" Starting in 2027

Today, I’d like to talk about a topic frequently in the news: the rising number of foreign workers. In fact, the government is currently moving in earnest to increase the frequency of Japanese language tests taken by foreign nationals working in Japan.


You might be thinking, "Is it just about having more tests?" But this is actually a huge step forward—both for addressing Japan's labor shortage and for the foreign workers on the front lines.


In this article, I’ll explain in simple terms why this initiative is underway and how the workplace environment is set to change.



Why is there a need to increase Japanese language tests now?

The primary driver is the new "Skills Training and Employment System" (Ikusei Shuro Seido), set to launch in April 2027.


This system is a complete overhaul of the previous "Technical Intern Training Program." Under the new system, the fundamental goal is for foreign workers to build long-term careers in Japan by advancing to a higher qualification known as "Specified Skilled Worker" (Tokutei Ginou).


To qualify for this advancement, workers need "intermediate-level Japanese proficiency" (the ability to hold smooth everyday conversations).


Naturally, this means a sudden surge in the number of people wanting to take the test.


Until now, a "six-month wait" was the norm...


The most well-known exam, the Japanese Language Proficiency Test (JLPT), currently offers only two opportunities a year (in July and December).

If you fail once, the next chance isn't for another six months. This caused significant delays—a real setback—for both the individuals studying hard and the companies eager for them to become fully proficient workers.


In some countries and regions, applications would flood in so heavily that securing a seat became a fierce battle. Many people found themselves unable to take the test even if they wanted to.


How will things change? Specific measures planned by the government:

To eliminate these barriers to taking the exam, the government is preparing the following measures, aiming for implementation by the 2027 fiscal year:

・Increasing the frequency of tests: Expanding opportunities beyond the current twice-a-year schedule.

・Introducing computer-based testing (CBT): The goal is to create a system where exams can be taken "anytime, anywhere" using a computer, rather than requiring test-takers to write on paper at a physical venue.

・Creating a new intermediate-level exam: Consideration is being given to adding an intermediate-level category to the existing JFT-Basic exam.


If exams become available on demand, a candidate who fails—even in a worst-case scenario—can simply think, "I'll give it another shot next month!" and try again immediately.


What will be required in the workplace moving forward


While an increase in exam frequency and a smoother working environment are certainly welcome, those of us on the receiving end—the companies hiring and supporting these workers—will need to shift our mindset slightly.


In the past, the prevailing style was often "cramming" right before the exam. However, with the shift to "anytime" testing, it becomes crucial for workers to engage with the Japanese language on a daily basis and build their proficiency gradually.


There are many excellent Japanese learning tools available these days, such as AI-powered smartphone apps. Encouraging the effective use of these tools and fostering a company-wide atmosphere that supports steady, day-to-day learning will likely become more important than ever.


Summary: For Japan to become a "country of choice"


A global competition for talent is currently underway. With over 1.7 million annual applicants for Japanese language proficiency tests worldwide, there is still a vast number of people eager to work in Japan.


Expanding exam availability serves as vital infrastructure to ensure these individuals don't give up out of frustration—thinking, for instance, "Japan's procedures are too slow; it's too difficult to work there."

外国人労働者の日本語試験が増える!2027年からの「育成就労制度」で変わる現場のリアル



こんにちは!

最近、ニュースでもよく耳にする「外国人労働者の増加」についての話題です。


実は今、日本で働く外国人が受ける「日本語試験」の回数を増やそうという動きが国の方で本格的に進んでいます。

「試験の回数が増えるだけ?」と思うかもしれませんが、これ、実は日本の人手不足や、現場で働く外国人にとってはものすごく大きな一歩なんです。

今回は、なぜ今この動きが進んでいるのか、これから現場がどう変わるのか、分かりやすくお話ししますね。



なぜ今、日本語試験を増やす必要があるの?


一番のきっかけは、2027年4月からスタートする新しい「育成就労制度」です。

これまで「技能実習」と呼ばれていた制度が新しく生まれ変わるのですが、この新制度では、外国人のみなさんが日本で長くキャリアを積むために「特定技能」という上の資格へステップアップしていくことが基本になります。

そのステップアップの条件として、「中級レベル(日常会話がスムーズにできるくらい)の日本語力」が必要になるんです。

そうなると、当然「試験を受けたい!」という人がこれから一気に増えますよね。



今までは「半年待ち」が当たり前だった…

実は、一番有名な「日本語能力試験(JLPT)」って、年に2回(7月と12月)しかチャンスがありません。


もし1回落ちてしまうと、次のチャンスは半年後。これって、がんばって勉強している本人にとっても、早く一人前になってほしい企業にとっても、かなりのタイムロス(ブレーキ)になっていたんです。

しかも、国や地域によっては申し込みが殺到しすぎて、受験の席の「争奪戦」が起きるほど。受けたくても受けられない状況が続いていました。



これからどう変わる?政府が考えている具体的な対策


こうした「試験が受けにくい壁」をなくすために、政府は2027年度をめどに、以下のような対策を準備しています。

  • 試験の回数を増やす:年2回だったチャンスをさらに増やします。

  • パソコンで受ける試験(CBT方式)を導入する:テスト会場で紙に書くのではなく、パソコンを使って「いつでも、どこでも」受けられる仕組みを目指します。

  • 新しい中級向けの試験を作る:今ある別の試験(JFT-Basic)の中に、新しく中級レベルの枠を追加することを検討しています。

いつでも受けられるようになれば、万が一落ちてしまっても「来月またがんばろう!」と、すぐに再挑戦できるようになります。



これからの現場に求められること


試験の回数が増えてスムーズに働ける環境ができるのは大歓迎ですが、私たち受け入れ側の企業やサポートする側にとっても、少し意識を変える必要が出てきそうです。

これまでは「試験の直前に詰め込み勉強をする」というスタイルが多かったかもしれません。でも、これからは「いつでも受けられる」からこそ、日常的に日本語に触れて、少しずつ実力をつけてもらうことが大切になります。

最近はスマホのAIアプリなどでも優秀な日本語学習ツールがたくさんありますよね。そうしたものを上手に使ってもらいながら、日々のコツコツとした学習を会社全体で応援していく空気感が、これまで以上に重要になってくるのではないでしょうか。



まとめ:日本が「選ばれる国」になるために


今、世界中で働く場所の奪い合いが起きています。日本語能力試験の応募者は世界で年間170万人を超えていて、日本で働きたいという熱意を持った人はまだまだたくさんいます。

そんな人たちが「日本は手続きが遅くて働きにくいな…」とあきらめてしまわないためにも、今回の試験の拡充はとても大切なインフラ整備です。
